In 1983, a group of dedicated parents and educators recognized the urgent need for better services for children and adults with intellectual and developmental disabilities. Driven by a shared vision for change, Target Community & Educational Services, Inc. was founded to create innovative, community-based solutions that empower lives.

The Pioneering Partnership

Early on, we joined forces with visionary leaders like Dr. Donald Rabush from McDaniel College. This groundbreaking partnership laid the foundation for what would become an award-winning model of community-based care.
