A History of Community, Inclusion, and Opportunity
Introduction
Since 1983, Target Community & Educational Services, Inc. has worked to empower individuals with intellectual and developmental disabilities through high-quality residential, vocational, educational, and community-based supports.
What began as a vision shared by a small group of determined parents has grown into a respected nonprofit organization serving individuals and families throughout Maryland. From the beginning, Target has remained committed to dignity, inclusion, professional excellence, and person-centered services.
Founded by Families, Built on Advocacy
Target was founded by parents seeking better opportunities and higher standards of care for their children with disabilities. They envisioned services that emphasized community integration, meaningful relationships, and professional support rather than institutional care.
In 1983, those families partnered with Dr. Donald Rabush and what is now McDaniel College to create an innovative model that combined academic preparation with direct human services. This partnership helped establish a culture of education, leadership development, and service excellence that continues today.
Expanding Community-Based Services
Target opened its first community-based residential homes in Carroll County in 1984, supporting individuals transitioning into more integrated living environments.
Over the following decades, the organization steadily expanded:
• Residential services • Supported employment programs • Apartment-based independent living supports • Vocational and educational services • Recreation and community engagement opportunities
Target’s growth into both Carroll and Montgomery Counties reflected an ongoing commitment to helping individuals live meaningful, connected, and self-directed lives within their communities.
Innovation and Leadership
Throughout its history, Target has invested in innovative programming, professional workforce development, and accessible community living environments.
Key milestones have included:
• The development of supported employment services • Expansion of Community Supported Living Arrangement (CSLA) programs • Creation of apartment-based living opportunities • Development of accessible residential homes • Strong partnerships with higher education and community organizations
The organization has also maintained a longstanding relationship with McDaniel College, helping prepare future professionals in the human services field while strengthening the quality and stability of services provided.
Commitment Through Change
Over more than four decades, Target has adapted to the changing needs of individuals, families, and communities while remaining grounded in its mission.
During the COVID-19 pandemic, the organization continued providing essential services through careful planning, strong leadership, and a deep commitment to the health and safety of those served.
At the same time, Target continued modernizing its residential programs by developing accessible homes designed to support long-term community living and independence.

Today, Target Community & Educational Services, Inc. continues to build upon the vision established in 1983: creating opportunities for individuals with disabilities to thrive in their communities with dignity, choice, and support.
