A Visionary Leader

Dr. Matthew J. Ramsey serves as the President & CEO of Target Community & Educational Services, Inc. and has joined McDaniel College as the new Laurence J. Adams Endowed Chair in Special Education.

In his dual roles, Dr. Ramsey is not only steering Target Community’s mission to enhance the lives of individuals with intellectual and developmental disabilities across Carroll and Montgomery Counties, but he is also shaping the next generation of human services leaders through his coordination of the master’s degree program in Human Services Management.

A Journey Rooted in Experience

Dr. Ramsey’s career in special education is built on decades of hands-on experience:

Early Beginnings:
His journey started at a week-long summer camp for individuals with disabilities—a place where he still volunteers today. During college, he furthered his commitment by working in a summer recreational program and providing in-home respite care.

Professional Milestones:
Over the years, he has held roles as a special education teacher, principal, and later, as a professor and educational leader at Benedictine College in Atchison, Kansas. Prior to joining McDaniel College, Dr. Ramsey served as co-chair of the School of Education and assistant academic dean at Benedictine College, and he mentored doctoral students as a senior academic advisor at Johns Hopkins University.

Academic Excellence

Dr. Ramsey holds a Ph.D. in Special Education and School Leadership and Policy Studies from the University of Kansas. He earned both his bachelor’s and master’s degrees from Benedictine College, and he also holds a Master of Science from Emporia State University in Kansas. His academic background and practical experience uniquely position him to lead innovative, community-based human services programs.
