Community Living Services
At Target Community & Educational Services, Inc. (Target), we understand that each individual that we serve has a distinct and personal set of needs. We strive to provide community living services that provide for the unique needs of each client while providing structure and integration into the larger community. To this end, Target. offers a plethora of community living services to cover the needs of a wide range of individuals with disabilities.

Alternative Living Unit Program
Target Community & Educational Services, Inc. (Target) provides a variety of integrated, community living services that meet the needs of a wide range of adults with developmental and other various disabilities. The Alternative Living Unit (ALU) Program was established in 1984. Each ALU owned by Target is occupied by three adults with developmental disabilities and two live-in graduate student Community Living Managers. Each ALU is home to no more than three clients and each client has a private bedroom. This arrangement ensures that Target is able to customize a program for each client, promoting normalized, independent living to the best of each client’s abilities while providing 24/7 assistance and oversight as needed. Currently, Target operates nine ALUs, seven in Carroll County and two in Montgomery County, serving 27 residents. Both the ALU Program and the Apartment Program described below were designed specifically to foster independence and community integration for individuals with developmental disabilities within a safe and structured environment, assisting individuals with disabilities to achieve and enjoy full participation in our community.
Apartment Program
In 1997, Target Community & Educational Services, Inc. opened its apartment program in Montgomery County to create an independent, private living environment for individuals with developmental disabilities who are higher-functioning. Located in Rockville, this program supervises 17 clients living in nine apartments. Four Community Living Managers provide 24/7 on-site supervision. The majority of these clients have full-time jobs and engage in community activities; but require assistance with various chores, transportation, financial issues, and other daily living skills. The Apartment Program promotes normalized, independent living to the best of each client’s abilities while providing 24/7 assistance and oversight as needed.
