Programs & Services

What We Do

Target Community & Educational Services, Inc. (Target) is dedicated to its mission to enhance the lives of children and adults with disabilities through quality, community-based residential, educational, vocational, recreational and family support services.

Target partners with McDaniel College to provide a Masters Degree program in Human Services Management in Special Education. These students intern for two years as live-in Community Living Managers in Target’s homes and our apartment program. This assures that graduate students are not only well educated, but highly motivated to complete two full years in this program, gaining real-life experiences during their education.

The Community Living Program includes nine homes, integrated within the community, each occupied by three adults with intellectual and other disabilities who are supervised by two live-in counselors.

The Apartment Program creates an independent, private living environment for people with intellectual and other disabilities who are higher-functioning, providing 24-hour on-site supervision. The majority of these individuals have jobs in the community and engage in community activities, but require assistance with transportation, financial issues, and other daily living skills.

The Community Supported Living Arrangements (CSLA) Program provides supervision, support, and direct care to clients who choose to live with their families or in their own homes.

Target Community & Educational Services, Inc. provides comprehensive and individualized job training, placement, and on-going support for persons with intellectual and other disabilities, helping Marylanders with disabilities earn a competitive wage in the community while enriching the area work force through the Supported Employment Programs.

The Day Habilitation Program provides an individualized and structured approach in assisting individuals with developmental and other various disabilities. This goal is met through individual and small group activities in areas including education, recreation, and volunteer opportunities within the community.

Target Community & Educational Services, Inc. works in unison with the Division of Rehabilitation Services (DORS) in the Rehabilitation Program in Carroll County to offer individualized assistance in acquiring and maintaining competitive employment. This program provides structured help in the job search process, job skills training, work etiquette, and job retention. Once the individual is established in his/her job, coaching services will gradually phase out, allowing the client to work independently.

In the Post Secondary Education programs, Target partners with local educational institutions to offer specialized learning opportunities to students with intellectual and other disabilities as they exit the school system. The program provides students with individualized, independent living skills instruction in subject matters including community socialization, personal finance, job search, and employment retention.

Target provides services coordination and support to families who have children with autism in the Autism Waiver Program, conducted under the auspices of the Maryland State Department of Health and Mental Hygiene.
